In a large bowl, combine the garlic, lemon juice, ½ teaspoon salt, and ¼ teaspoon black pepper.. Add the tahini, mustard, sugar, and 1 tablespoon water and whisk until well combined. Add the purple cabbage, green cabbage, carrots, parsley, green onion, and sesame seeds and toss to coat. Season to taste with more salt and pepper and serve.
